Business continuity plans

If Swedish Customs' declaration system is not working, companies need to use business continuity plans to declare goods for import, export, exit and transit, submit presentation notifications and temporary storage declarations, as well as to submit entry summary declarations and arrival notifications.
Follow the instructions for each business continuity plan.

Business continuity plan for import

  • Create the declaration.
  • Submit by email to reservrutin.import@tullverket.se
  • Enter LRN (if possible) in the email subject line.
  • Await our confirmation before unloading your goods.
  • Disruptions may cause longer processing times than usual.
  • If the goods are located at a customs office, for example by the Norwegian border, you should present your LRN and declaration documents directly at the customs office.

Business continuity plan for export

  • Create the declaration.
  • Submit by email to reservrutin.export@tullverket.se
  • Enter LRN (if possible) in the email subject line.
  • Await our confirmation before loading your goods.
  • Disruptions may cause longer processing times than usual.

Business continuity plan for exit

  • Once your export has been released for exit, either via the normal procedure or the business continuity plan, please submit your LRN and proof of release to reservrutin.utforsel@tullverket.se
  • If the goods are located at a customs office, for example by the Norwegian border, you should present your LRN and proof of release directly at the customs office.

Business continuity plan for transit operations

Starting and ending a transit operation (normal procedure)

  • Create a declaration using the Transit Accompanying Document (TAD) as a template.
  • The driver presents three copies of the document at the customs office of departure.
  • One copy is retained by the customs office of departure, two copies accompany the driver and are stamped by the customs office of destination or by the authorised consignee.
  • Return one of the driver's two copies of the document to the customs office of departure.

Start a transit operation (simplified procedure)

  • Create the declaration using the Transit Accompanying Document (TAD) as a template.
  • The TAD must be stamped in the MRN box with the "Continuity plan stamp".
  • Submit by email to reservrutin.ncts@tullverket.se
  • Enter "Start a transit operation (simplified procedure)" in the email subject line.
  • Await our confirmation before loading your goods.
  • Authorised consignors can submit a copy of the business continuity plan declaration to the office of departure:

End a transit operation (simplified procedure)

  • Email a copy of the TAD to reservrutin.ncts@tullverket.se
  • Enter "Unloading permit" in the email subject line, as well as the applicable location code.
  • Await our confirmation before unloading your goods.
  • After unloading, enter the unloading report in your TAD.
  • Sign and enter your contact information.
  • Send the unloading report to:

Business continuity plan for presentation notification and temporary storage declaration

The business continuity plan does not change the obligation to submit a presentation notification or a temporary storage declaration in Swedish Customs’ system when it is back in operation.

To use the business continuity plan, you must apply for and obtain authorisation:

During office hours, weekdays 8 a.m. to 4 p.m.

  • Email your application with the relevant information that would be submitted digitally to reservrutin.ava.dtl@tullverket.se
  • Enter "Application for reserve procedure Ava" or "Application for reserve procedure TSD" in the subject line.

Outside of office hours

  • Call us on +46 8 456 65 60 to notify us that the continuity plan is being invoked, and send an email with the relevant information that would be submitted digitally to reservrutin.ava.dtl@tullverket.se
  • Enter "Application for reserve procedure Ava" or "Application for reserve procedure TSD" in the subject line

Business continuity plan for entry summary declaration

Companies follow existing BCP (business continuity plan) procedures that apply to operational downtime in ICS2 systems. The latest version of "ICS2-BCP-EO" is available to be downloaded here: ICS2-BCP-EO

In cases where Swedish Customs' system (SE NES) is down, the company must follow the measures for business continuity and recovery as described in the chapter "3.3 ICS2 Common and/or ICS2 National component unavailability".

The basic principle when a national component is down is that companies continue to submit entry summary declarations to ICS2 as usual. However, they should be aware that responses from Swedish Customs may be delayed when Sweden is the responsible Member State.

In the event that ICS2 is unavailable at the central level, the company shall proceed with its subsequent data submission as usual. Note that companies must submit and handle entry summary declarations in accordance with the measures described in the backup procedure "ICS2-BCP-EO", adapted to the component that is experiencing downtime. The business continuity plan (BCP) must be followed when ITSM announces the Activation of the ICS2 BCP for a specific component.

Continuity plan for arrival notifications (ICS2) - when Sweden is the first EU country

Arrival notifications made via the EU-wide system can still be submitted as usual in the event of internal operational disruptions at Swedish Customs.

In the event of a system failure in Swedish Customs' system (SE NES), the company shall follow the directives regarding Arrival Notification described in the chapter "3.3 ICS2 Common and/or ICS2 National component unavailability".

For guidance when another component is down, follow the instructions in "ICS2-BCP-EO" for the component for which ITSM has announced that a business continuity plan is activated.
